Green Business and Recovery in Ukraine
Situation
The 2002 full-scale Russian invasion of Ukraine continues to cause massive losses to the population and the economy, according to the World Bank’s “Rapid Damage and Needs Assessment (RDNA4)” published in February 2025, the country will need at least $524 billion over the next decade to repair and rebuild the country, an amount equivalent to about 2.8 times the nominal GDP in 2024.
National Recovery Plan
Before the war broke out in 2022, Ukraine had undertaken the reform of its governance system and the transformation of its economic model towards greater efficiency and sustainability, although it faced some challenges. According to the 2021 Voluntary National Review (VNR) of Ukraine, a series of reforms aimed at implementing socio-economic transformations and strengthening its democratic system have been launched since 2015.

The DREAM – Digital Restoration Ecosystem for Accountable Management Platform (https://dream.gov.ua/about), collects, organizes and publishes real-time open data on all stages of Ukraine’s reconstruction projects.
Ukraine Recovery Conference 2025
URC2025 will be held in Rome on 10-11 July 2025.
It will be the fourth Ukraine Recovery Conference, continuing the annual series of high-level political events dedicated to the rapid recovery and long-term reconstruction of Ukraine since the beginning of Russia's large-scale war of aggression against Ukraine.
