1. Programme summary
On 24 February 2022, the Russian Federation launched a large-scale, unprovoked and unjustified military attack on Ukraine, inflicting widespread human suffering and loss of life on the Ukrainian population, disrupting the provision of essential services, damaging civilian infrastructure and causing massive forced displacement.
Despite the enormous pressure and the ongoing war effort, the Ukrainian population and government have shown great social and economic resilience. Reconstruction began as a mechanism not only to restore the status-quo prior to the armed conflict, but also and above all to improve the quality of life and the level of services, aimed at achieving the standards of the European Union, in view of completing the accession process.
2. Rationale
Reconstruction in Ukraine is a resilience mechanism, active since the beginning of the Russian invasion in 2022, which aims to stabilize the life of the Ukrainian population, ensuring not only essential services, but pursuing the achievement of the standards of the European Union acquis .
3. Programme description
The Programme intends to establish a B2B (Business to Business), B2G (Business to Government) and G2G (Government to Government) platform for confrontation between Italy and Ukraine on the issues of recovery and coordination of technical and commercial cooperation actions in the sectors of energy, environment, infrastructure and territorial planning, territorial regeneration and sustainability in Ukraine, using Italian experiences, skills, technologies and, possibly, investments.
