Ukraine Recovery Conference 2025
URC2025 will be held in Rome on 10-11 July 2025.
It will be the fourth Ukraine Recovery Conference, continuing the annual series of high-level political events dedicated to the rapid recovery and long-term reconstruction of Ukraine since the beginning of Russia's large-scale war of aggression against Ukraine.
Governments, international organisations, financial institutions, businesses, regions, municipalities and civil society will come together, united by a common commitment to strengthen Ukraine's resilience for as long as it takes. Participants will represent different stakeholder groups, demonstrating their strong commitment to Ukraine's future.
The conference will reflect the Lugano Principles, including a "whole of society" approach to recovery through meaningful participation of a wide range of stakeholders.
URC2025 will revolve around four thematic dimensions:
- the business dimension,
- the human dimension,
- the local and regional dimension and
- the EU dimension.
These same dimensions have shaped the work of URC2024. They remain the most relevant for Ukraine’s resilience and reconstruction, and their maintenance will provide continuity to the work done and discussions held in Berlin in June 2024.
In keeping with the spirit of the Ukrainian Reform Conferences that have taken place up to 2022, URC2025 will also highlight Ukraine’s progress in reforms, in the context of its economic resilience and the EU accession process.
Important cross-cutting issues such as macroeconomic stability, resilience and security, infrastructure, housing, energy, climate protection, green recovery, culture, healthcare, gender, education, environment, science, technology and innovation, and disability will be integrated into the above-mentioned dimensions. In addition, a Recovery Forum – and a related Business Fair – will be an integral part of URC2025.
