Projects and tenders

The DREAM – Digital Restoration Ecosystem for Accountable Management Platform (https://dream.gov.ua/about), collects, organizes and publishes real-time open data on all stages of Ukraine’s reconstruction projects.

Local governments can publish projects and submit them to international partners to receive financial support and manage the construction process. The platform focuses on integrity, accountability, efficiency and transparency standards to build trust with the government and between citizens, businesses and financial institutions.

DREAM is a unique government digital ecosystem that offers a standardized pipeline for all reconstruction projects, accessing summary and detail sheets and statistical analysis modules by type and geographical location.

As of April 2025, for the sectors (1) Water, Sanitation and Waste, (2) Transport, (3) Energy and Mining and (4) Industry, Trade and Services, a total of 3209 projects were registered for a value of UAH 539.3 billion (approximately 11.6 billion Euro), financed in varying amounts with an average of 14.1%.

Prozorro (https://prozorro.gov.ua) is the electronic system for public procurement of Ukraine, which ensures transparency, openness and efficiency in the use of public funds. All public procurement, as well as some projects financed by international donors, must be conducted through Prozorro. The system is designed to make public procurement accessible and competitive, allowing companies to participate in tenders for goods, services and works.

The Prozorro system is based on a centralized architecture that integrates several Authorized Electronic Platforms (AEP).

There are currently 12 accredited AEPs in Ukraine (list: https://prozorro.gov.ua/en/majdanchiki-prozorro) and companies can choose any platform to participate in tenders. Regardless of the platform chosen, information is shared uniformly across the entire system, ensuring all participants have equal access to procurement opportunities.
