3. Programme description

The Programme intends to establish a B2B (Business to Business), B2G (Business to Government) and G2G (Government to Government) platform for confrontation between Italy and Ukraine on the issues of recovery and coordination of technical and commercial cooperation actions in the sectors of energy, environment, infrastructure and territorial planning, territorial regeneration and sustainability in Ukraine, using Italian experiences, skills, technologies and, possibly, investments.
Topics:

3.1. Overall objective
To promote the mechanisms of reconstruction and resilience of Ukraine following the Russian military invasion and of adaptation to the regulatory standards and best practices of the European Union deriving from the process of accession to the Union, in the sectors of energy, environment, infrastructure and territorial planning, territorial regeneration and sustainability, through a B2B (Business to Business), B2G (Business to Government) and G2G (Government to Government) platform for the aggregation of the Italian supply chain (Public, Private and Third Sector), for comparison between Italy and Ukraine and for the coordination of a technical and commercial cooperation program.
3.2. Specific objectives and expected results
Specific objective 1: support to the development of the Partnership (as defined according to the Lugano Declaration).

Expected result 1.1.: establishment of a permanent Working Group, composed of representatives of Italian and Ukrainian stakeholders,

Expected result 1.2.: creation of a forum on the progress of reconstruction and adaptation to the European Union acquis, in the sectors of energy, environment, infrastructure and territorial planning, territorial regeneration and sustainability, with B2B, B2G and G2G meetings and confrontation activities.
Specific objective 2: support for emergency and short-term resilience.

Expected result 2.1. (energy): supply to Ukraine of low-emission generators, powered by natural gas or renewable sources, mobile or easily assembled in container structures, to power residential complexes, hospitals and individual buildings. Supply of energy storage systems and components produced or integrated in Italy.

Expected result 2.2. (water): supply of portable systems and/or assembled in container structures for the purification of water or for the treatment of waste water, civil or industrial or landfill leachate, supplies of pumps and containment materials for the banks of water courses and basins.

Expected result 2.3. (waste): supply of systems and plants, mobile or modular in container structures, for the treatment of demolition waste (crushing, screening, etc.), for the inertization of waste and subsequent storage.

Expected result 2.4. (territory): supply of environmental monitoring systems (air, water), materials for the perimeter and emergency safety measures of contaminated sites or dangerous sites due to the presence of unexploded ordnance, mobile analysis laboratories and geo-referenced data collection and processing systems, devices and means for civil protection. Supply of assistance for the management of environmental emergencies and civil protection.
Specific objective 3: support for Capacity Building and medium and long-term resilient and sustainable territorial planning.

Expected result 3.1. (capacity building in the public-administrative sector): provision of training and technical-scientific assistance to Ukrainian public officials and decision makers in the field of strategic territorial planning, participatory planning dynamics, programmatic agreements and models of sustainable territorial development, master planning for urban and industrial regeneration, local environmental and natural resources management plans, planning of critical infrastructures (logistics, industrial, energy and environmental), definition of the lists of Public Private Partnership projects and production of feasibility studies, adjustment of tariff systems, adjustment to the European Union acquis .

Expected result 3.2. (capacity building in environmental management): provision of training and technical assistance to Ukrainian managers and technicians of local public and private utilities (Water, Waste, Energy), with exchanges of managers and technicians for the acquisition and consolidation of skills in the field.
Specific objective 4: support for territorial redevelopment, including through the creation of sustainable and resilient infrastructures.

Expected result 4.1. (energy): supply of technological components, systems, process engineering and management capacity for the construction of distributed generation and co-generation plants, biogas and biomethane production plants, with biomethane fuelling of public transport fleets, photovoltaic systems, mini and midi hydroelectric, geothermal, photovoltaic and energy storage systems.

Expected result 4.2. (water): supply of technological components, systems, process engineering and management capacity for the construction and commissioning of potable water treatment plants and municipal and industrial waste water treatment plants, river and basin management works (dams, canalization, detention basins, etc.

Expected result 4.3. (waste): supply of technological components, systems, process engineering and management capacity for the construction of treatment, recycling and disposal plants for solid waste (urban, industrial, hazardous, hospital, etc. ) and sewage sludge.

the permanent safety or remediation of contaminated sites,

the construction of works to contain accidental contamination in sensitive areas,

the construction of works to combat erosion and hydrogeological risk,

the urbanization works and environmental and energy infrastructures of industrial parks according to the logic of Ecologically Equipped Production Areas and Eco-Industrial Parks integrated in circular logic,

the construction of eco-sustainable, low-energy consumption and energy self-sufficient residential and public building complexes (energy communities).

3.3. Actions
Regarding Specific Objective 1 (support for the development of the Partnership):

Action 1.1. Establishment of the core group of stakeholders: establishment of a Steering Committee, responsible for defining the general guidelines and managing relationships between stakeholders, ensuring financial support tools.

Action 1.2. Establishment of operational capacity: activation of an organizational secretary and/or an executive committee, responsible for defining activity plans, operational management, logistics and financial management.

Action 1.3.: development of territorial relations and scouting: establishment of an operational team that travels to Ukraine to visit, on a periodic basis, a selection of Oblasts and cities, including Kiyv, Odesa, Dnipro and Kharkiv, to establish permanent relations with local entities (public bodies, utilities, companies, trade associations, universities and various bodies)

Action 1.4. Establishment of an extended group of stakeholders: establishment of a Technical Scientific Advisory Committee, composed of representatives of a stakeholder base extended to the Subjects involved in the scouting action and not included in the Steering Committee.

Action 1.5. Organization of a plan of dissemination events and meetings between Italian and Ukrainian subjects:

organization of a permanent Italy-Ukraine Forum on Green Recovery (Італія-український форум з питань зеленого відновлення), organized in two main annual events, one in Italy and one in Ukraine, including congress activities, exhibition activities and B2B, B2G and G2G meetings.

organization of workshops, webinars and other dissemination activities, both in person and digitally.

Regarding Specific Objective 2 (support for emergency and short-term resilience):

Action 2.1. dialogue with local authorities: to receive the list of procurement priorities, possibly assist local authorities in compiling the lists, identify which supplies can be negotiated directly, which through tenders and which through donor platforms .

Action 2.2. Supplier qualification: identification of potential suppliers, invitation to participate in supply mechanisms, provision of information relating to supply procedures

Action 2.3. Donation platform: coordination for the creation of a donor platform (or agreement with one or more existing platforms), which proceeds with the collection of any donated materials and organization of delivery operations (transport and customs).

Action 2.4. training and technical assistance: coordination of training and technical assistance activities for local officials, managers and technicians, for the correct use of equipment and systems, formulation and management of contingency plans and management of environmental emergencies and civil protection.
With regard to Specific Objective 3 (support for Capacity Building and medium and long-term resilient and sustainable territorial planning)

Action 3.1. capacity building in the public-administrative sphere: in the field of strategic territorial planning, participatory planning dynamics, programmatic agreements and sustainable territorial development models, master planning for urban and industrial regeneration, local environmental and natural resources management plans, planning of critical infrastructures (logistical, industrial, energy and environmental), definition of the lists of Public Private Partnership projects and production of feasibility studies, adjustment of tariff systems, adjustment to the European Union acquis.

Action 3.2. capacity building in environmental management: with reference to Ukrainian managers and technicians of publicly or privately owned public utilities (Water, Waste, Energy)

organization of a training offer in “training on the job” mode to overcome these shortcomings, through a format that combines training (in the classroom and/or digital) with exchanges of Ukrainian technicians and managers who are temporarily placed, in Italy, in operational management contexts (Utilities, plants and agencies) where they will work alongside Italian managers and technicians and Italian technicians and managers who are temporarily placed, in Ukraine, in operational management contexts.

Relating to specific objective 4 (support for territorial redevelopment, including through the creation of sustainable and resilient infrastructures).

Action 4.1. Dialogue with local authorities: to incorporate the list of needs and planned projects for civil infrastructures and energy, environmental, water, waste and residential complex construction infrastructures, as well as the list of territorial redevelopment interventions planned or to be planned.

Action 4.2. Project, tender and procedure dissemination platform: coordination and organisation of a digital platform that displays the details of needs, planned projects and projects to be planned, as well as the procedures for supply, investment and participation in public-private partnership projects.

Action 4.3. Qualification of suppliers and investors: identification of potential suppliers, invitation to participate in supply and/or investment mechanisms in Public Private Partnerships, coordination of relations with local authorities and contracting authorities.
