1. Programme summary

On 24 February 2022, the Russian Federation launched a large-scale, unprovoked and unjustified military attack on Ukraine, inflicting widespread human suffering and loss of life on the Ukrainian population, disrupting the provision of essential services, damaging civilian infrastructure and causing massive forced displacement.

Despite the enormous pressure and the ongoing war effort, the Ukrainian population and government have shown great social and economic resilience. Reconstruction began as a mechanism not only to restore the status-quo prior to the armed conflict, but also and above all to improve the quality of life and the level of services, aimed at achieving the standards of the European Union, in view of completing the accession process.

The Programme intends to establish a B2B (Business to Business), B2G (Business to Government) and G2G (Government to Government) platform for comparison between Italy and Ukraine on the issues of recovery and coordination of technical and commercial cooperation actions in the sectors of energy, environment, infrastructure and territorial planning, territorial regeneration and sustainability in Ukraine, using Italian experiences, skills, technologies and, possibly, investments.

The Programme will strengthen Ukraine's resilience and trade with Italy, in the sectors of energy, environment, infrastructure and territorial planning, territorial regeneration and sustainability; particular attention will be dedicated to Capacity Building and reconstruction of logistics and civil infrastructures in the sectors of energy, environmental management, sustainable regeneration of territories.

The Programme aims to contribute to the achievement of Sustainable Development Goals 6 (Clean water and sanitation ), 7 (Affordable and clean energy), 9 (Business, innovation and infrastructure), 11 (Sustainable cities and communities), 12 (Responsible consumption and production), 13 (Climate action), 14 (Life below water), 15 (Life on land) and 17 (Partnerships for the goals).

The Programme is compliant to the “Multi-annual Indicative Programme (MIP) 2021-2027 for Ukraine” of the European Commission with regard to the following Priority Areas:

  • Priority Area 1: A resilient, sustainable and integrated economy
  • Priority Area 2: Accountable institutions, the rule of law and security
  • Priority Area 3: Environmental and climate resilience

The Programme contributes to the achievement of the goals of the European Union Ukraine Facility :

  • Pillar 1: Support for reforms needed for EU accession, recovery, reconstruction and modernisation, including in support of urgent financial needs
  • Pillar 3: Assistance for accession to the Union and related support measures
